"I, the Lord, have called you with righteous purpose and taken you by the hand; I have formed you and appointed you to be a light to all peoples, a beacon for the nations, to open eyes that are blind, to bring captives out of prison, out of dungeons where they lie in darkness." Is 42:6

This concerns the Church's duty to respond to the needs of particular groups in the Diocese.

• how will the parish & diocese evangelize the unchurched? 
• how will the parish & diocese seek out inactive Catholics? 
• how will the parish & diocese reach out to minority communities, e.g. African-Americans, Native Americans, & Hispanics? 

In a multi-cultural society it is important for the Church to be active and present in every community. The Church must build up the Body of Christ by welcoming and supporting members of every culture and heritage.

Those outside the Church Community, or who have left the community, must also be welcomed and given special attention.

To fulfill this Goal, we have set the following objectives and suggested actions:

Objective 1: Promote an ever-increasing awareness and vision of evangelization within the Diocese.

Suggested Actions:

• Develop an Office of Evangelization. [Evangelization] 
• Train certified door-to-door evangelists for sharing faith.[Evangelization] 
• Actively recruit and invite other Christians to come and see what we have to offer. [Pastors; Evangelization] 
• Formulate basic spiritual and Christian discipleship courses as a pre- sponsor technique even before R.C.I.A. and/or Re-Membering Church are to be helpful and timely. [Evangelization] 

Objective 2: Develop Diocesan electronic and print media in light of the mission to invite and attract others to the faith.

Suggested Actions:

• Continually evaluate and plan media presentations for effectiveness. [Communication] 
• Provide reporting on spiritual programming successes in parishes. [Communication] 
• Provide Bible instruction and/or mini- courses on T.V. program. [Communication] 
• Increase the use of radio. [Commnication] 
• Establish a full-time staff person for electronic and print media. [Administration] 

Objective 3: Promote harmony through ongoing ecumenical and interfaith dialogues with leadership and laity of various congregations.

Suggested Actions:

• Promote grass roots interfaith worship and community activities of common interest. [Pastors] 
• Cooperate in ministry to transients and poor. [Pastors; Social Services; Diaconate] 
• Cooperate in the Abraham's Tent project and the Samaritan Counseling Center. [Pastors; Social Services; Diaconate] 

Objective 4: Foster quality Catholic apologetic training in all levels of religious instruction.

Suggested Actions:

• Distribute EvangeLine Scripts to greater numbers in the Diocese. [Evangelization] 
• Distribute apologetic texts to all Parish and School religion teachers (e.g. Our Catholic Church by Msgr. Ronald Groth). [ORE]
